Very few West Hawaii communities put you that close to that many different parts of the island. For beach people, golfers, and anyone who wants to actually explore rather than stay in one place, the location does more work than the price suggests.

Waikoloa Village is primarily residential rather than resort-zoned, so short-term rentals are not the default here the way they are on the coast. Because the eligibility sits at the project level, the answer comes down to the specific building and its house rules rather than to the village as a whole.
